Board of Commissioners Meeting
March 28, 2013
Sunapee Town Offices

PRESENT: Peter Hill-Vice Chairman, Charles Smith, Kenneth Meyer, Kurt Markarian, Paul Manson, David Cain.
Also present: Holly Leonard, David Bailey, Kimberly Hallquist, Peter Bianchi, Neil Cheseldine, Tina Helm, Janet Kidder.
ABSENT: Theodore Gallup

The Vice Chairman called the meeting to order at 5:33 p.m.

New London Sunapee Joint Meeting:  See Joint Meeting Minutes.
USDA Monthly Budget Reports:  Charles S. made a motion to accept the budget reports prepared by Neil C. for signature by the Chairman, seconded by Kurt M., voted unanimously in the affirmative, so declared by the Vice Chairman.

Election of Officers:  Charles S. made a motion to postpone the election of officers until there is a full board in presence, seconded by Kurt M., voted unanimously in the affirmative, so declared by the Chairman.

Forms for Signing:
February 28, 2013 Meeting Minutes:  Paul M. made a motion to accept the meeting minutes as printed, seconded by Charles S., Charles S. pointed out that in section 1 under Cross Connection Control Program the vote should read 5 in favor instead of 6. Paul M. made a motion to amend the minutes as to the vote count in section 1 and change 6 in favor to 5 in favor, seconded by Charles S., voted unanimously in favor of the amendment, so declared by the Vice Chairman, voted unanimously in favor of accepting the minutes as amended, so declared by the Vice Chairman.
February Sewer Purchase Journal:  Kurt M. made a motion to accept the Sewer Department Purchase Journal as written, seconded by Charles S., after some discussion regarding Underwood Engineers and Redding Corp., voted unanimously in favor, so declared by the Vice Chairman.
February Water Purchase Journal:  Kurt M. made a motion to accept the Water Purchase Journal as written, seconded by Kenneth M., after some discussion regarding auto repair expenses and pipe repairs, voted unanimously in the affirmative, so declared by the Vice Chairman.

Water Treatment Highlights:  
Dave B. reported that the last filter had been cleaned and that the conveyer belt system works great. Dave B. stated that hydrants will be flushed around the middle of April. There was some discussion regarding new sand for the filters and the cost of replenishing it and when it may need replenishing. Dave B. stated that meters are being read this week.
Water Intake Repair/Replacement:  Dave B. presented two quotes for the engineering on the Intake Repair/Replacement project. There was some discussion regarding what was going to be done and the need for a hydraulic engineer and the intake structure itself. The Commission would invite the two engineering firms for the next meeting so that all questions can be answered. There was some discussion regarding the hydro plant and the turbine.
Old & New Business:  
2013 Rates:
Water Rates: Paul M. made a motion to reduce the bond fee by $50.00 per year and raise the usage fee by $66.00 per year, seconded by Kurt M., after some discussion regarding the percentage of rate increase, Kenneth M. suggested to raise the rate by the same amount as the reduction on the bond fee. Paul M. made a motion to amend the motion to read raise the usage fee by $50.00 per year, seconded by Kurt M., after some discussion regarding reducing the minimum usage, voted unanimously in favor of the amendment to the motion, so declared by the Vice Chairman. Voted unanimously in favor of the motion as amended, so declared by the Vice Chairman.
Sewer Rates: Paul M. made a motion to maintain the current sewer user rate, seconded by Kurt M., voted unanimously in the affirmative, so declared by the Vice Chairman.

8:23 p.m. Kurt M. made a motion to adjourn, seconded by Paul M., voted unanimously in the affirmative, so declared by the Chairman.
